r- Emergency means <br />eR g th FeatGRiR t.. d.�,Y geF health life „ P „rt of Ge% t;t, ,t „ ^t.an occurrence or imminent threat <br />of widespread or severe damage, injury, or loss of life or property resulting from any natural or man -made <br />accidental, military, paramilitary, weather - related, or riot - related cause. <br />Emergency management means, broadly, to carry out the basic government functions of maintaining <br />the public peace, health and safety during an emergency. This shall include plans and preparations for <br />protection from, and relief and recovery from, effects of an attack by the forces of an enemy nation or the <br />agents thereof, and it shall also include such activity in connection with d+sasteremergencies It shall not, <br />however, include any activity that is the primary responsibility of the military forces of the United States. <br />Emergency management shall also mean the employees, equipment and facilities of all county <br />departments, boards, councils, institutions and commissions; and, in addition, it shall include all volunteer <br />personnel, equipment and facilities contributed by, or obtained from, volunteer persons or agencies. <br />Emergency management volunteer means any person duly registered, identified and appointed by the <br />emergency management coordinator of the county and assigned to participate in the integrated emergency <br />management activities. <br />Regulations means and includes plans, programs and other emergency procedures deemed essential <br />to emergency management as made by the coordinator. <br />Volunteer means contributing a service, equipment or facilities to emergency management <br />activities without remuneration. <br />(Ord. of 5 -7 -84, § 3; Ord. No. 1997 -19, 10- 20 -97) <br />Cross reference— Definitions generally, § 1 -2. <br />Sec. 22 -29. - Penalty for violation of article. <br />It shall be unlawful for any person to violate any of the provisions of this article or of the regulations or <br />plans issued pursuant to the authority contained in this article, or to willfully obstruct, hinder or delay any <br />member of the emergency services organization in the enforcement of the provisions of this article or any <br />regulations or plan issued pursuant to this article. Any person who violates any provision any ordinance or <br />declaration enacted or declared pursuant to this ordinance shall be guilty of a Class 2 misdemeanor in <br />accordance with G.S. 14- 288.20A. <br />(Ord. of 5 -7 -84, § 9) <br />Sec. 22 -30. - Organization and appointments. <br />(a) The organization shall consist of the following: <br />(1) An emergency management coordinator, and such assistants and other employees as are <br />deemed necessary. <br />(2) The employees, and resources of all county departments, boards, institutions, and councils will <br />participate in the emergency management activities. Duties assigned to county departments shall <br />be the same or similar to the normal duties of the department, where possible. <br />(3) Volunteer personnel and agencies offering service to and accepted by the county. <br />(b) Pursuant to G.S. 166A- 19.15 b the office of the county manager shall be the emergency <br />management agency, and the county manager shall be the emergency management coordinator, <br />responsible for the organization, administration and operation of the emergency management agency, <br />subject to the direction and guidance of the county board of commissioners. <br />Attf4grer2 number 1 \n <br />G -3 Page 176 <br />
