CABARRUS COUNTYZONING ORDINANCE CHAPTER 16 -FLOOD DAMAGE PREVENTION (5) prevent or regulate the construction of flood barriers that will unnaturally divert flood waters or which may increase flood hazards to other lands. SECTION D. OBJECTIVES The objectives of this ordinance are to: (1) protect human life, safety, and health; (2) minimize expenditure of public money for costly flood control projects; (3) minimize the need for rescue and relief efforts associated with flooding and generally undertaken at the expense of the general public; (4) minimize prolonged business losses and interruptions; (5) minimize damage to public facilities and utilities (i.e. water and gas mains, electric, telephone, cable and sewer lines, streets, and bridges) that are located in flood prone areas; (6) help maintain a stable tax base by providing for the sound use and development of flood prone areas; and (7) ensure that potential buyers are aware that property is in a Special Flood Hazard Area. PART 2. DEFINITIONS Unless specifically defined below, words or phrases used in this ordinance shall be interpreted so as to give them the meaning they have in common usage and to give this ordinance its most reasonable application. Accessory Structure (Appurtenant Structure) means a structure located on the same parcel of property as the principal structure and the use of which is incidental to the use of the principal structure. Garages, carports and storage sheds are common urban accessory structures. Pole barns, hay sheds and the like qualify as accessory structures on farms, and may or may not be located on the same parcel as the farm dwelling or shop building. Addition (to an existing building) means an extension or increase in the floor area or height of a building or structure.
