CABARRUS COUNTYZONING ORDINANCE <br />CHAPTER 16 -FLOOD DAMAGE PREVENTION <br />(5) prevent or regulate the construction of flood barriers that will unnaturally divert flood waters or <br />which may increase flood hazards to other lands. <br />SECTION D. OBJECTIVES <br />The objectives of this ordinance are to: <br />(1) protect human life, safety, and health; <br />(2) minimize expenditure of public money for costly flood control projects; <br />(3) minimize the need for rescue and relief efforts associated with flooding and generally undertaken <br />at the expense of the general public; <br />(4) minimize prolonged business losses and interruptions; <br />(5) minimize damage to public facilities and utilities (i.e. water and gas mains, electric, telephone, <br />cable and sewer lines, streets, and bridges) that are located in flood prone areas; <br />(6) help maintain a stable tax base by providing for the sound use and development of flood prone <br />areas; and <br />(7) ensure that potential buyers are aware that property is in a Special Flood Hazard Area. <br />PART 2. DEFINITIONS <br />Unless specifically defined below, words or phrases used in this ordinance shall be interpreted so as to <br />give them the meaning they have in common usage and to give this ordinance its most reasonable <br />application. <br />Accessory Structure (Appurtenant Structure) means a structure located on the same parcel of property <br />as the principal structure and the use of which is incidental to the use of the principal structure. Garages, <br />carports and storage sheds are common urban accessory structures. Pole barns, hay sheds and the like <br />qualify as accessory structures on farms, and may or may not be located on the same parcel as the farm <br />dwelling or shop building. <br />Addition (to an existing building) means an extension or increase in the floor area or height of a building <br />or structure. <br />Appeal means a request for a review of the Floodplain Administrator's interpretation of any provision of <br />Amended 2016 <br />Non - Coastal Regular Phase <br />Chapter 16 Page 2 of 35 <br />Attachment number 2 \n <br />G -4 Page 199 <br />
