' uS CA)UN,� <br />R CA6 Ul ' it <br />NCFAST— Project 7 (3 in implementation) <br />Affordable Care Act (ACA) <br />• As mandated by the federal Affordable Care Act (ACA), Project 7 Phase 1 went live on October 1, 2013. This <br />project implements NC FAST System interoperability with the Federally - Facilitated Marketplace (FFM), where <br />individuals can determine if they qualify for either Medicaid or subsidized health insurance, with the online option <br />to purchase health insurance directly from a provider. The ACA required the new Modified Adjusted Gross Income <br />(MAGI) rule set for 8 Family and Children's Medicaid programs to be implemented. <br />• The first milestone date associated with Project 7 was October 1, 2013. Streamlined applications required by the <br />ACA will be taken for individuals applying for Medical Assistance. Due to the unavailability of the account transfer <br />from the Federal Health Insurance Marketplace, NC FAST will not be receiving applications submitted through this <br />portal until a future date (TBD). Additional functionality is to be released in early to mid - November. <br />• When Project 7 is fully implemented, NC FAST will be receiving Medicaid applications through multiple channels: <br />• FFM —federal health care reform portal. <br />• ePASS — must support both a "streamlined" MAGI application and a "traditional" Medicaid application. <br />• Walk -in — must support entry of applications received from persons who walk into county department of social <br />services offices. <br />• It is important to note that although applications will be taken beginning October 1, 2013, the MAGI eligible <br />programs do not go into effect until January 1, 2014. <br />• Project 7 implementation is divided into 3 phases, with each phase adding functionality to the system. <br />— Phase 1 (October 1, 2013) <br />— Phase 2 (November, 2013) <br />— Phase 3 (January, 2014) <br />http: / /www. ncd h hs.gov /ncfast/ <br />E -1 Page 283 <br />
