STRATEGIC PLANNING AND VISIONING <br />Cabarrus County began an intensive, multi -year <br />strategic planning process in 2006 that led to the <br />Board of Commissioners establishing a clear <br />strategic path for the County and its <br />departments. The County's strategic plan <br />identifies measurable outcomes to guide our <br />progress in the years to come. <br />Through this initiative, County departments <br />implemented strategies and performance <br />measures to achieve Board - directed goals in <br />addition to identifying budget, policy, resource <br />and timeframe implications of reaching each <br />goal. This will ensure County resources are <br />prioritized based on the extent each County <br />program or service is related to the Board's <br />chosen outcomes. <br />The vision for the County summarizes its <br />desired future state and special character of the <br />community. The Cabarrus County's vision: <br />Commissioners and County, staff may all pull in <br />the same direction and toward the same goals. <br />Board members identified four core values to <br />guide how county government should carry out <br />its mission: <br />• Accountable and Responsible — Our <br />decisions will be based on facts and a full <br />understanding of the matters before us, <br />including the implications for individuals, <br />businesses and the community as a whole. <br />• Collaborative — As individuals, we will <br />engage each other during the decision <br />making process. Collectively, we will <br />cooperatively engage other governing <br />bodies, the community and stakeholders in <br />the decisions that affect the county's citizens <br />through opportunities to participate with <br />input, education and feedback. <br />Our vision for Cabarrus is a county where <br />our children learn, our citizens participate, <br />our dreams matter, our families and <br />neighbors thrive and our community <br />prospers. <br />The mission defines the County's purpose and <br />explains its roles in terms of achieving our <br />vision, intended outcomes and serving our <br />citizens. Cabarrus County's mission states: <br />Through visionary leadership and good <br />stewardship, we will ensure public safety, <br />administer state requirements, determine <br />county needs and provide services to <br />continually enhance quality of life. <br />The County's core values are the essential <br />beliefs and principles that determine how the <br />County carries out its mission and provides <br />guidance and inspiration for the people who <br />work for the County so that the Board of <br />• Integrity — We understand and accept our <br />duty to do the public's business in an open, <br />honest and transparent manner. <br />• Respect — Healthy debate and diversity of <br />opinion is expected and encouraged, <br />requiring a high level of civil decorum in all <br />our discussions. <br />The Board of Commissioners continued its <br />strategic planning process by providing <br />descriptions of its established core values and <br />by refining its five over - arching goals. The <br />Board also discussed outcomes for each goal <br />statement. These outcomes include initiatives <br />that will support and achieve each goal. <br />The following tables outline the Boards five <br />goals and outcomes associated with each. <br />Progress and results will be monitored and <br />refined over time, and the Board of <br />Commissioners will continue to review and <br />update its outcomes annually. <br />F -15 Page 159 <br />
