<br />Manager, advised at the May work session,
<br />the Board
<br />charged him, the Vice
<br />Chairman and the Chairman with reviewing the
<br />items and
<br />preparing a recommendation
<br />to the Board. He stated that after
<br />much
<br />discussion and considering it is a short legislative session with limited
<br />opportunity to get local bills passed, he recommended the Board
<br />adopt the
<br />North Carolina Association of County Commissioners' 2010 Legislative
<br />Agenda.
<br />Chairman White
<br />recommended the Board begin to work on the legislative
<br />agenda in November or
<br />December in preparation for next year's long session.
<br />UPON MOTION of
<br />Commissioner Mynatt, seconded by Vice Chairman
<br />Poole and
<br />unanimously carried,
<br />the Board adopted the North Carolina Association of
<br />County Commissioners'
<br />Legislative Agenda as follows:

<br />• Revenue Options
<br />and Protection - Seek legislation to allow all
<br />counties
<br />to enact by resolution
<br />or, at the option of the Board of Commissioners,
<br />by voter referendum any or all revenue options from among those that
<br />have been authorized
<br />for any other county, including local option
<br />sales
<br />taxes, prepared
<br />food taxes, impact fees and real estate transfer
<br />taxes;
<br />and to preserve
<br />the existing local revenue base.
