INC. <br />CABARRUS COUNTY BOARD OF ELECTIONS <br />369 Church Street Renovations <br />BASE BID CONSIDERATIONS <br />Design Contingency <br />❖ No design contingency has been included in the Board of Elections project proposal. <br />Escalation <br />❖ No cost escalation has been included for direct work in the Board of Elections project proposal. <br />SBE /MWBE Participation <br />❖ CM Black Construction is committed to working toward the County's goal of SBE & MWBE participation. CM <br />Black Construction listed the prequalification request ads with the following media: AGC, McGraw -Dodge -Hill, <br />REED Bulletin, the Minority Contractors Association of Charlotte, The Charlotte Observer, The Charlotte Post <br />(Minority Newspaper), The Independent Tribune and through personal contact from CM Black. Bid Documents <br />were made available through the AGC, McGraw -Dodge -Hill, REED Bulletin, Minority Contractors Association of <br />Charlotte, CM Black's FTP Site, CM Black's Offices, the office of the Architect and available for purchase from <br />Duncan - Parnell during the competitive bidding phase of this project to contact, educate and encourage the local <br />and state subcontractor market to help obtain the initial SBE /MWBE /Local participation percentage. On bid day, <br />CM Black Construction received a 47.73% SBE /MWBE participation overall of the County's Minority Goal, and <br />30.55% of those participating were actually low bidders. After the bidding and contract awarding phases have <br />been completed, no other participation reporting will be performed by CM Black. <br />Proposed Subcontractors <br />❖ Please review the attached list of Subcontractors proposed for Cabarrus County Board of Elections project. The <br />local participation percentage committed to -date by the anticipated awarded Subcontractors for the Cabarrus <br />County Board of Elections project is 30.00% of the total subcontractors proposed to use. <br />General Conditions <br />4 4- The General Conditions for the Cabarrus County Board of Elections project have been included at a lump sum, <br />non- auditable cost of $70,904 and follow the Contract matrix breakdown. The GMP amount of the General <br />Conditions and fee is 15.08% which is less than that Of the overall allowable contract cap of 15.25%. This <br />General Conditions cost is assuming a construction start date occurring on or before March 4, 2011. <br />Payment & Performance Bonds <br />❖ A Payment & Performance Bond has been included at a cost of $10,590.00.
