E <br />CABARRUS COUNTY <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />MARCH 21, 2011 <br />6:30 P.M. <br />AGENDA CATEGORY: <br />New Business <br />SUBJECT: <br />BOC - Council for a Sustainable Local Economy <br />BRIEF SUMMARY: <br />The Board of Commissioners created the Council for a Sustainable Local <br />Economy last September and a budget was approved early this year. <br />The CSLE is charged with performing research and analysis, educating <br />the community, developing strategies and making policy <br />recommendations that encourage the development of a resilient, robust <br />and sustainable local economy in which entrepreneurs and creativity <br />thrive and the community prospers. <br />This is a proposal to hire Michael Shuman to assist the CLSE in its efforts. <br />Over the course of a year, he will work closely with key policymakers, <br />opinion leaders, and business leaders in Cabarrus County, and <br />the Council for a Sustainable Local Economy to prepare a five -year plan <br />that sets the county's economy on a fundamentally new, and more <br />prosperous, course. The cost is $45,000. The five -year plan will include: <br />- A SWOT analysis of the local business economy, with a review of what <br />is known about local assets and indicators of county economic health. <br />- A leakage analysis, based on BEA and IMPLAN -model data. <br />- An analysis of the home -based business sector, about which little is <br />currently known. <br />- An assessment of the strengths and gaps in county policy in the area, <br />and recommendations on how to fill the gaps. <br />The new Sustainable Local Economy Project Director postion has been <br />filled by Shannon Johnson and the first meeting of the CSLE will occur in <br />early April. <br />G -5 <br />7 <br />0 <br />Page 287 <br />
