Charles C. Phillips
April 8, 2009
Cabarrus County Board of Commissioners
H. Jay White Sr., Chairman

Grace M. Mynatt '
Robert W. Carruth
Elizabeth Poole
Privette
C
Co
'
.
y
Greeting:
My fellow Cabarrus Health Alliance Board members have agreed that I should request ,
your consideration for approving me to serve another term on the Cabarrus Health
Alliance Board of Commissioners. I believe there are substantive reasons that this would ,
be a wise decision in spite of the term limitations that you normally apply to service on
appointive boards.
The Cabarrus Health Alliance is in the process of preparing to acquire a new building. ,
We have been engaged in the information gathering and preparation stages of this process
for over a year. The training I received in facility planning during my graduate program '
at North Carolina State University has been valuable in identifying ways to keep the
project within budget. I believe that I am in a unique position to save the citizens of our
county millions of dollars on this project. I would like to continue to provide '
knowledgeable oversight to our Health Director's leadership in this endeavor. I can only
perform this function as a member of the Health Alliance Board.
I believe that we are also very close to embarking on a search for a new Health Director.
Dr. Pilkington was eligible for retirement under the North Carolina Employee's
Retirement System about a year ago. The Board was able to prevail on him to delay his
retirement so that we could proceed with our plans for the new building in an orderly
fashion. While he has been gracious enough to do that for almost one year already and
has expressed no immediate plans for retirement, we need to anticipate that he will be
retiring in the foreseeable future. '
I have been ~ manager in a similar sized organization where I was responsible for hiring
professional staff. I believe that my experience would be an invaluable asset for the ,
Board in our coming search for a new Health Director. I am also very familiar with our
strategic plan to become the Model Public Health Agency of the Twenty-First Century.
The new Health Director will need to be as capable and visionary a leader as Dr.
Pilkington. My active participation in the development of the Model Public Health
Agency concept positions me to evaluate candidates in this vital aspect of their future
service to Cabarrus County. ,
One aspect of the Model Public Health Agency concept is implementing research to
inform better public health practices. The Health Alliance has just formed a Public '
Health Research Institute for just this purpose. As Chairman of the Health Alliance
84 LeCline Circle Concord, North Carolina 28025 '
cphillipsC~vnet.net
Attachment number 3
H-2 Page 393 of 433 '
