Chariges to Draft Central Area Land Use Plan Since 5/29/08 <br />1. Southwestern tip of study area changed from Rural Residential (range of 1 unit <br />per 3 acres to 1 unit per 2 acres with conditions) to Very Low Density Residential <br />(range of 1 unit per acre to 2 units per acre with conditions). This change reflects <br />the presence of city-owed utilities and additional utility improvements planned <br />later this year. <br />2. Changed from Rural Residential (range of 1 unit per 3 acres to 1 unit per 2 acres <br />with conditions) to Very Low Density Residential (range of 1 unit per acre to 2 <br />units per acre with conditions) an area along Crestmont Drive, filling in gaps <br />between parcels currently in the city of Concord which have utilities available. <br />3. Changes from Rural Residential (range of 1 unit per 3 acres to 1 unit per 2 acres <br />with conditions) to Very Low Density Residential (range of 1 unit per acre to 2 <br />units per acre with conditions) an area along Hess Road to include subdivisions <br />and parcels which already have city-owned utilities available. <br />4. Changes from Rural Residential (range of 1 unit per 3 acres to 1 unit per 2 acres <br />with conditions) to Very Low Density Residential (range of 1 unit per 2 acres to 2 <br />units per acre with conditions) an area between Old Salisbury Road and the <br />Concord Middle/Irvin Elementary Schools site, and between the school site and <br />Gold Hill Road. This area is in Concord's extraterritorial zoning jurisdiction and <br />some utilities are available. <br />Utility Service Boundary (USB) <br />A boundazy is established within the Central Area beyond which Concord will not extend <br />utilities (or allow developers to tap onto utilities) without the consent of the Board of <br />Commissioners. <br />Generally, this boundary follows Pine Grove Church Road to Flowes Store Road, then <br />follows Rocky River to Cold Water Creek, then North along HW 49 to the Arena and <br />Events Center. From there, it follows the Very Low Density zone on the Draft Central <br />Area Land Use Plan as described above. <br />Next Steps <br />1. Joint meeting of Concord City Council and Board of Commissioners on June 25`h <br />to consider adoption of an interlocal agreement recognizing the USB and <br />requiring that ]and annexed in the Central Area will be zoned at densities <br />consistent with the Central Area Land Use Plan; and to consider an amendment to <br />the consent agreement between the parties which incorporates the USB. <br />2. Month of July <br />a. Open house week of July 14`h for public to view changes to Dra$ Central <br />Area Land Use Plan <br />b.
