We were instructed to accept that the scope as <br />presented is valid. As you will see in the review, Turner has also included additional <br />scope and "hold' items in addition to the escalation factors. <br />Steps Taken: <br />• Reviewed escalated estimate as provided by Turner on 7-17-08 <br />• Issue first pass of comments to Cabarrus County and Turner 7-24-08 <br />• Received Turner's responses 8-4-08 <br />• Issued status letter with annotated comments 8-8-08 <br />• Met with Scott Milligan of Turner 8-12-08 to resolve outstanding comments <br />Conclusion: <br />As an overview, Turner's OH&P cost is in line with what we would present as a 2006 <br />escalated cost to 2008. As shown on the attached summary sheets, we are within less <br />that 1 % of the cost now presented by Turner. It should be noted however that we have <br />accepted the additional scope and holds at Turners cost. We have requested that <br />Turner explain the nature of the scope increases and holds to present to Cabarrus <br />County a complete picture of the Turner 2008 price. However as it was not in our scope <br />of review, we must leave the final evaluation as to the validity of these holds in the <br />hands of Cabarrus County and the design team.
