Murphy, CIRS-A <br /> <br />Pc: <br /> <br />Pam Dubois <br />Don Cummings <br /> <br />Date: <br /> <br />September 5, 2006 <br /> <br />Subject: <br /> <br />Consumer-Directed Services Fiscal Intermediary Agreement <br /> <br />The Cabarrus County Department of Aging has developed the local Consumer-Directed Services <br />program as a Pilot Project in collaboration with the Department of Social Services, the North <br />Carolina Department of Health and Human Services and the North Carolina Division of Aging <br />and Adult Services (DAAS). Although there are a few other Consumer-Directed programs in <br />North Carolina that operate under the Medicaid CAP Choice waiver, our project is the only one <br />that is funded through the Home and Community Care Block Grant (HCCBG) to provide <br />services through a self directed program. Our objective is to develop a successful HCCBG <br />funded Consumer-Directed Services program that can be replicated by other County Aging <br />Service providers across North Carolina, as well as the United States. As we continue to make <br />adjustments to this program and implement it as an innovative option for many of our clients, we <br />have been unsuccessful in our attempts to identify an agency to serve as a fiscal intermediary for <br />our Consumer-Directed Services program. Many of our clients hire personal attendants to <br />provide services in their home through this program. We have been trying to ,identify a fiscal <br />intermediary that will provide payroll services and coordinate and process employment taxes for <br />the clients and their household employees that are funded through this program. The problem we <br />have continuously encountered is that none of the agencies, payroll services and/or accounting <br />firms that we have negotiated with understand the Consumer-Directed Services concept, nor do <br />they have an established infrastructure that allows them to process the fmancial procedures that <br />are needed to serve our clients and allow us to properly monitor the financial accountability of <br />this program. <br /> <br />After several failed attempts with third party fiscal intermediaries and a couple of years of <br />experience and research regarding fiscal intermediary relationships with established Consumer- <br />Directed Services programs across the country, we are asking approval to partner with the <br />Cabarrus County Finance Department to serve as the fiscal intermediary for the Cabarrus County <br /> <br />(;-3 <br /> <br />~ <br />~G!ID!Y <br />NORTH CARbUNA <br /> <br />po Box 707.
