<br />MEMORANDUM <br /> <br />To: <br /> <br />Cabarrus County Board of Commissioners <br />Kassie Goodson Watts/Planner <br />Consent Agreement and School Capacity Information for the Newman Manor Subdivision <br /> <br />From: <br /> <br />Subject: <br />Date: <br /> <br />12/9/2006 <br /> <br />The Newman Manor Subdivision was approved by the Kannapolis Planning and Zoning Board on August 10th, <br />2005. This subdivision is approved for 29 single family lots on + / -22.99 acres located on Oakwood Ave. The <br />specifics of the agreement are as follows: <br /> <br />. <br /> <br />Developer - Carolina Development of Charlotte, Ine. P.O. Box 77173, Charlotte, NC 28271 <br />Payment of $4034 per lot will be due based on a lot takedown schedule included in the consent <br />agreement. <br />Proposed build out schedule is 6 lots permitted in 2006, 16 lots permitted in 2007, and 7 lots permitted in <br />2008. <br /> <br />. <br /> <br />. <br /> <br />The APFO worksheet completed by Mr. Robert Kluttz with Cabarrus County Schools indicates that schools <br />impacted by the Newman Manor Subdivision are currently functioning at the following capacities: <br /> <br />Winecoff Elementary School- 128.69% <br />Northwest Cabarrus Middle School- 88% <br />Northwest Cabarrus High School - 110.67% <br /> <br />Including previously approved subdivisions, these schools will be functioning at the following capacity upon <br />completion of the Newman Manor Subdivision project: <br /> <br />Winecoff Elementary School- 104.18% <br />Northwest Middle School- 94.40% <br />Northwest Cabarrus High School- 142.81 % <br /> <br />The opening of Charles Boger Elementary School in August 2007 will provide some relief the Winecoff <br />Elementary School. Approximately 800 seats will be available when Charles E. Boger Elementary School opens in <br />2007. The Northwest Cabarrus High School gained 150 seats in 2006 due to renovations and remodeling. <br /> <br />The 15 Year Facility Plan identifies the need for a new high school (2009), a new middle school (2009), and a new <br />elementary school (2009) in the northwest area. These projects have been moved up on the Revised Critical <br />Facility Projects list (dated October 2006) due to projected growth in the NWCHS district that will impact all <br />grades. This new RCFP list has not yet been voted on by the Board of Education. Funding has not been identified. <br /> <br />Cabarrus County Schools operating at 110% capacity are considered to be operating at the maximum capacity. <br /> <br />The Subdivision Lot Inventory Spreadsheet has been updated through December 2006. <br /> <br />G-s <br />
