Office of

County Manager

County of Stanly

201 South Second Street
ALBEMARLE, NORTH CAROLINA
28001

October 8, 2003

Mr. John
Cabarrus
P.O. Box
Concord,

Day, County Manager
County
7O7
NC 28026-0707

Dear Mr. Day:

In accord with G.S.153A-15 (b) and our conversation pertaining to Stanly
County's Utility Department's extension of water lines into certain portions of the Town
of Locust that are within Cabarrus County, I very respectfully request approval from the
Cabarrus County Board of Commissioners for the acquisition of the necessary easements,
property, or other right-of-ways required to construct, operate and maintain said utilities.

It is my understanding that the property owners developing the subdivisions have filed
for and obtained voluntary annexation into the Town of Locust, and the easements,
property, or other right-of-ways will be donated at no cost to Stanly County. Extensions
from the existing system to the property will be located within the normal DOT right-of-
way and the appropriate encroachment agreements have been obtained.

Attached please find copies of maps depicting the location of the subdivisions within
Cabarrus County. Copies of the detailed plans for these utility extensions are on file in
the Stanly County Utilities Department and are available upon request.

If I may furnish any additional information or be of further assistance on this or other
matters of mutual concern please do not hesitate to contact me.

Sincerely,

Myers, County Manager
Stanly County

enclosures
cc: Donna Davis, Stanly County Utilities Director
Joshua J.
