Caba. rrus County
Sher'ff's '

To: Cabarrus County Board of County Commissioners,

After having several discussions with the Town of Harrisburg Mayor Tim Haigler and
Councilman Mark Martin, it is Harrisburg's desire to increase the law enforcement manpower
assigned to their town. As with the Town of Mt. Pleasant, Harrisburg agreed to provide
reimbursement for some officers assigned to their jurisdiction at a 50/50 match. Harrisburg
presently has 5 officers assigned through the sheriff's office. Theii: agreement began in the early
90's with 4 officers; 2 funded by the county budget and the other 2 reimbursed by Harrisburg. In
the mid-90's, Harrisburg opted to reimburse a 5th officer to serve as a traffic officer.
Effective April of 2002, Harrisburg wishes to reimburse for a 6th officer to aid in traffic
enforcement and other needed details. This would mean that the county still funds the original 2
officers, while Harrisburg reimburses the county for funding of 4 officers. In return, they are
hoping to get another officer match from the county to begin in July. If the board is willing, this
would add the 7th officer in July of 2002. Mayor Haigler advised that he had some conversation
with County Manager Clifton and was advised that this action would have to go before the board
for approval.
Harrisburg has experienced some rapid growth over the past several years and calls have
increased. With the growth of several large residential communities in and around Harrisburg,
the population has increased also, which has created more traffic related problems. With the
addition of officers, law enforcement services will allow for better response times ,and coverage.
Thanks for any consideration in this matter.

Sheriff Brad Riley

P.O. BOX 525 25 CORBAN AVE. S.E., CONCORD, N.C. 28026-0525 PHONE (704) 788-3108 OR1 NC0130000
