Clifton, County Manager <br /> <br />06/12/02 <br /> <br />Transportation Contract <br /> <br />The contract to provide human service transportation for Cabarrus County expires on June 30,2002. <br />We have been negotiating a renewal of that contract with our current vendor, Coach USA, since April <br />but have been unable to reach a satisfactory arrangement. <br /> <br />The major issues that we have been unable to agree upon are the cost of insurance and the overall <br />mileage rate. Coach USA has proposed that the County share in the insurance cost. They included a <br />payment to cover part of the cost of the insurance for the current contract year in their initial contract <br />offer but that has been removed. The shared insurance cost for the next contract year will raise our <br />mileage rate to approximately $1.67 from the current average rate for this year of $1.46. With a fixed <br />budget this will result in the provision of fewer trips. <br /> <br />We have also been negotiating with other providers to reduce the per mile cost to the County. Those <br />providers include T&J Taxi, VC Transportation, Mid-State Transport, ABS Transportation, Dunstan <br />Transportation, Laidlaw and MV Transportation. At this point Mid-State has responded with the most <br />positive package. The Transportation Advisory Board is being updated on these discussions. <br /> <br />A copy of the negotiated contract with Coach USA is attached. We will continue to review the proposal <br />from Mid-State, as well as, any others that we receive as a result of previous negotiations. The contract <br />with any vendor will follow the current form which is based on the mileage tier that we have been using <br />this year. We hope to provide an alternative vendor that can provide the County transportation at a rate <br />closer to the current year. In lieu of that, however, we will recommend that the contract proposal for <br />Coach USA be approved and will have to adjust the number of trips accordingly. <br /> <br /> <br />
