Clifton, County Manager 06/12/02 Transportation Contract The contract to provide human service transportation for Cabarrus County expires on June 30,2002. We have been negotiating a renewal of that contract with our current vendor, Coach USA, since April but have been unable to reach a satisfactory arrangement. The major issues that we have been unable to agree upon are the cost of insurance and the overall mileage rate. Coach USA has proposed that the County share in the insurance cost. They included a payment to cover part of the cost of the insurance for the current contract year in their initial contract offer but that has been removed. The shared insurance cost for the next contract year will raise our mileage rate to approximately $1.67 from the current average rate for this year of $1.46. With a fixed budget this will result in the provision of fewer trips. We have also been negotiating with other providers to reduce the per mile cost to the County. Those providers include T&J Taxi, VC Transportation, Mid-State Transport, ABS Transportation, Dunstan Transportation, Laidlaw and MV Transportation. At this point Mid-State has responded with the most positive package. The Transportation Advisory Board is being updated on these discussions. A copy of the negotiated contract with Coach USA is attached. We will continue to review the proposal from Mid-State, as well as, any others that we receive as a result of previous negotiations. The contract with any vendor will follow the current form which is based on the mileage tier that we have been using this year. We hope to provide an alternative vendor that can provide the County transportation at a rate closer to the current year. In lieu of that, however, we will recommend that the contract proposal for Coach USA be approved and will have to adjust the number of trips accordingly.
