December 16, 2002 To: County Manager cc: Board of Commissioners cc: Don Cummings From: Blair Bennett,~(~ ICABARRUS COUN I NOSTH CAROLINA Subject: Restructuring of Finance Staffing With my retirement as Deputy County Manager, on February 1st, it is proposed to restructure the Finance department in order to keep operations running smoothly and uninterrupted. We need the transition time left in December and January to accommodate all the proper signature changes for banks, brokerage accounts, state grants, and other notifications necessary when changing signature authority. It is proposed to eliminate the Deputy County Manager's position from the department and add a Temp 9104, Accounting Technician position, which will leave 12 positions, 9 full time and 3 part time. A job classification for Finance Director will be added at a grade level of 82. The actual Finance Director classification was eliminated some years ago when the Deputy County Manager position was approved. We request to restructure the department by promoting Pam Dubois to Finance Director, promoting Susan Feardngton to Assistant Finance Director, and promoting Shelley Farris to Accounting Operations Supervisor and eliminating the position of accountant. All of these employees are CPA's with proven excellent performance and competent to staff these positions. The cost of this restructure to the Finance department is as follows: Eliminate Deputy County Manager's position Promote Pam (5% increase) Promote Susan (5% increase) Promote Shelley (5% increase) Add Temp Accounting Tech (62/1) at 50% (This is a salary saving only, no benefits presented) Change New Salaries $ (115,955.18) $ -0- 3,483.99 72,914.99 2,646.93 55,743.88 2,013.49 42,418.75 12,160.04 12,160.04 Total reduction $(95,650.73) The 5 % increase represents the amount for being promoted under the current personnel ordinance.
