December 16, 2002 <br /> <br />To: County Manager <br />cc: Board of Commissioners <br />cc: Don Cummings <br /> <br />From: Blair Bennett,~(~ <br /> <br />ICABARRUS COUN I <br /> NOSTH CAROLINA <br /> <br />Subject: Restructuring of Finance Staffing <br /> <br />With my retirement as Deputy County Manager, on February 1st, it is proposed to <br />restructure the Finance department in order to keep operations running smoothly and <br />uninterrupted. We need the transition time left in December and January to accommodate <br />all the proper signature changes for banks, brokerage accounts, state grants, and other <br />notifications necessary when changing signature authority. <br /> <br />It is proposed to eliminate the Deputy County Manager's position from the department <br />and add a Temp 9104, Accounting Technician position, which will leave 12 positions, 9 <br />full time and 3 part time. A job classification for Finance Director will be added at a <br />grade level of 82. The actual Finance Director classification was eliminated some years <br />ago when the Deputy County Manager position was approved. <br /> <br />We request to restructure the department by promoting Pam Dubois to Finance Director, <br />promoting Susan Feardngton to Assistant Finance Director, and promoting Shelley Farris <br />to Accounting Operations Supervisor and eliminating the position of accountant. All of <br />these employees are CPA's with proven excellent performance and competent to staff <br />these positions. The cost of this restructure to the Finance department is as follows: <br /> <br />Eliminate Deputy County Manager's position <br />Promote Pam (5% increase) <br />Promote Susan (5% increase) <br />Promote Shelley (5% increase) <br />Add Temp Accounting Tech (62/1) at 50% <br />(This is a salary saving only, no benefits presented) <br /> <br />Change New Salaries <br />$ (115,955.18) $ -0- <br />3,483.99 72,914.99 <br />2,646.93 55,743.88 <br />2,013.49 42,418.75 <br />12,160.04 12,160.04 <br /> <br />Total reduction <br /> <br />$(95,650.73) <br /> <br />The 5 % increase represents the amount for being promoted under the current personnel <br />ordinance. <br /> <br /> Finance Department <br /> <br />P.O.
