EASTERN AREA PLAN- GOALS AND RECOMMENDATIONS <br /> <br />INTRODUCTION <br /> <br />The area plan is designed to be a tool for the effective management of growth and development <br />for the area. The plan is also designed to represent an overall concept of development and the <br />pattern of growth and change desired in the planning area. This plan is to be used as a general <br />guide for land use decisions made by County and Town staff as well as elected and appointed <br />officials. As factors change this plan should be amended from time to time to reflect those <br />changes. <br /> <br />This plan has been formulated through a cooperative effort between Cabarrus County, Mount <br />Pleasant, and with considerable input fi'om residents and community organizations in the <br />planning area. The recommendations made in this document were forged from the input of <br />residents who attended the various community meetings held in the planning area, existing plans <br />applicable to the area, and other agencies who work with Mount Pleasant and Cabarrus County, <br />such as NCDOT and WSACC. <br /> <br />Several assumptions were formulated while developing the future land use recommendations for <br />Eastern Cabarrus County. These assumptions are (1) that furore development be served by <br />adequate public facilities, (2) that quality of life issues should not be compromised but improved, <br />and (3) that plans for capital improvements will not be altered in a way that would accelerate <br />growth in eastern Cabarrus County. <br /> <br />The discussion areas for this section are: <br /> <br />· Land Use <br /> · Agricultural and Open Space Preservation <br /> · Residential Development <br /> · Employment Uses <br /> · Mixed Use and Commercial Centers <br /> · Quality of Development <br />· Infrastructure <br /> · Transportation <br /> · Water and Sewer <br />· Public Facilities <br /> · Schools <br /> · Recreation <br /> <br />For each point above the discussion will provide a synopsis of current conditions, <br />recommendations for the furore, as well as justification for the recommendations. It is intended <br />that this section, along with the future land use maps in Appendix A, be used when evaluating <br />development proposals in the planning area and when making capital improvement plans and <br />funding decisions. The future land use maps depict the general land use of the study area 10 to 20 <br />years in the future. The text that follows serves as an explanation of the Future Land Use maps <br />and how the land use pattern on the maps will occur. <br /> <br />3---5 <br /> <br /> <br />
