Recommendations: <br />· A major goal for the planning area is to preserve both farmland and open space. The section <br /> on farmland and open space preservation recommends several strategies to accomplish that <br /> goal. Three specific recommendations are to reduce permitted residential densities, require <br /> the issuance of a conditional use permit for major subdivisions and to require that all <br /> subdivisions of 10 or more lots be designed in conformance with the cluster development <br /> standards in the Cabarrus County Zoning Ordinance. These recommended policies would <br /> address many of the concerns of area residents. <br /> <br />Mount Pleasant <br /> <br />The most recent residential development within the Town limits has been the construction of new <br />duplexes near the Town's center. The most recent, and largest, subdivisions occurred between <br />1997 and 2000. Each are single-family developments and consist of lots approximately one-half <br />acre in size. <br /> <br />Goals: <br /> <br />A general goal for the Town of Mount Pleasant would be to continue to maintain a broad <br />spectrum of housing alternatives in varying price point ranges. The higher density <br />developments, such as apartments, condominium, townhomes, duplexes, and zero-lot line <br />homes should remain within the Town's center and be encouraged to conform to the Town's <br />existing ambiance in regard to height-width ratios, setbacks, and design. Some housing <br />projects should be incorporated with light business and commercial uses to form mixed-use <br />projects to coincide with the concentration of development existing in the Town's center. <br /> <br />Recommendations: <br /> <br />· Maintain the "small town" atmosphere by encouraging the development of new housing <br /> projects within, or adjacent to the current Town limits. <br />· New residential developments should be directed to areas currently served by public water <br /> and sewer. It is recommended that properties not directly accessible to existing utility <br /> infrastructure not be rezoned to a higher density until those facilities are made available. <br />· To permit the development of medium and higher density housing in the Mixed Residential, <br /> Town Center and Village Mixed-Use District's in order to maintain the Town's character and <br /> to allow for smooth transitions between commercial and residential districts and uses. <br />· Establish and maintain the historic district by incorporating an overlay district to protect the <br /> historic homes in Mount Pleasant. <br />· Maintain low-density developments (two units per acres or less) or cluster style <br /> neighborhoods within Mount Pleasant's extra-territorial jurisdiction in order to preserve open <br /> space and maintain an efficient use of the Town's infrastructure. <br />· Keep medium and higher density developments and infill projects focused around the Town <br /> Center. <br />· Rezone the area off Franklin Street and Halifax Court to allow for mixed uses. <br />· Add a condition to the zoning ordinance that would require a design review process for <br /> higher density housing projects that incorporate townhomes, condominiums, duplexes, and/or <br /> apartments. <br /> <br /> <br />
