General Goals: <br /> <br />· Encourage reuse of the original buildings in the Town Center for commercial and retail uses. <br />· Encourage new infill development and reconstruction of downtown properties to conform to <br /> the historic nature of the Town. <br /> <br />Specific Goals: <br /> <br />· Have an overlay district along Highways 49 and 73 to control the quality of development <br /> along these major access points. <br /> <br />Commercial Areas <br /> <br />The following recommendations <br />Recommendations: <br /> <br />Highway 49 and Main Street: This area is currently <br />occupied with commercial, industrial, and institutional <br />uses (i.e thc Mount Pleasant Middle School). With its <br />easy access to Highway 49 an its existing land uses, it is <br />recommended that this area be enhanced as a <br />neighborhood commercial hub. <br /> <br />It is recommended that a gateway initiative be <br />implemented to create an entrance to the Town from <br />this intersection to draw interest from those motorists <br />traveling through Town. <br />This portion of Highway 49 is also defined as a <br />scenic byway and serves as the northern gateway to <br />Mount Pleasant. Development of a streetseape <br />overlay district along Highway 49 would be a tool to <br />manage the development of this intersection. This <br />streetseape plan should include standards for <br />architectural styles, materials, landscaping, setbacks, <br />and screening of parking and trash receptacle areas. <br />Uses should be well designed and carefully screened to maintain an attractive streetseape. <br />Street trees, sidewalks, and screening walls should be used to create a feel that this is a <br />neighborhood hub and not merely a corridor accessory to Highway 49. It is also <br />recommended that new centers be created with a lot of connectivity between uses to <br />minimize the number of curb cuts along the highway. <br />Shopping centers with grocery stores, banks, pharmacies, restaurants, and other light <br />commercial and retail uses are recommended in this area. <br /> <br />Main Street and Franklin Street: This area is the central core of Mount Pleasant and the <br />Eastern Area and is defined as the "Town Center District". This is the most established <br />commercial/retail/professional office area in this portion of thc County and efforts should be <br />made to maintain a consistent level of viability. <br /> <br />It is recommended that infill in this area, or reuse of existing buildings, stay consistent <br />with the character of the District in terms of heights, materials, signage, windows, <br />setbacks, roofs, and streetseape. <br /> <br /> <br />
