Memo

To:

From:

CC:

Date:

Re:

Board of Commissioners

Jonathan Marshall, Planning Services Director

Frank W. Clifton, Jr., County Manager

12/10/02

Harris Road School Sites

The approval for the Moss Creek development included the donation of property to be used for the
construction of an elementary and middle school. The middle school has been built and a portion of the
elementary site has been graded. To maximize use of the site for the elementary school and additional
ball fields more grading and some wetland mitigation will need to be done.

The developer of Moss Creek, J&B Development, has proposed that we work cooperatively to perform
that work. He is attempting to provide a formal proposal for the December 16,2002 agenda material for
your review and consideration. Due to the storm and power outages, that proposal may be presented
at the actual meeting.

There is mutual benefit in working with J&B Development since they will be grading much of their site
and we can work with them in balancing cut and fill material. In addition, wetland mitigation may be
easier to accomplish by combining the County property with the Moss Creek development for
consideration by the Corps of Engineers.

If you have any questions concerning this, please contact me at 704-920-2145 or
jbmarshall@co.cabarrus.nc.us.

®Page1 F /,.~,'-
