Cabarrus County Findings and Recommendations Report <br /> <br />Technicians and Technical Support: This represents the number of factory-trained technicians in <br />the area available to service the proposed equipment, as well as the vendor's ability to provide <br />remote support. Sprint may have only 4 technicians in Charlotte, but they have access to <br />technicians across the state, and across the county. ALT has 10 technicians in Charlotte; CTC <br />may have 7 certified technicians, but they are located in Concord. <br /> <br />Vendor Experience: This is a measure of the number of similar systems that the vendor has <br />installed. Each vendor that responded has personnel in their organization that has experience <br />with systems similar to those proposed. <br /> <br />FINAL RECOMMENDATION <br /> <br />The use of the decision matrices shows the Mitel SX2000 solution from CTC to be the best <br />choice based on the weights and points assigned. <br /> <br />We understand that other two bids exceed the amount of the County's budgeted funds. In <br />addition, since the vendors did not provide any alternative system approaches using their <br />systems, evaluating alternatives to address this issue will require significant system configuration <br />changes and research. <br /> <br />We believe that the ideal solution using the existing fiber optic cable would serve the County <br />well in the future and the design requested meets the County's foreseeable needs. With that in . <br />mind, we believe the County should begin the implementation of these Mitel telecommunications <br />systems from CTC as soon as possible. A new router will also be required to support the <br />enhanced data communications provided by this configuration. This router is estimated to cost <br />approximately $45,000. <br /> <br />In addition, them are a number of financing alternatives one of the vendors has available (that <br />were not proposed) that may impact the financial aspects of the implementation. <br /> <br />Based on the original assumption that the ideal design outlined in the RFP will best meet the <br />needs of the County and our review of the matrix, we recommend that Cabarrus County purchase <br />the Mitel system from CTC. <br /> <br />As always, if you have any questions regarding any of these points please do not hesitate to call <br />us at (800) 365-8353. <br /> <br />© 2000, RSM McGladrey, Inc. <br /> <br />Page 9 <br /> <br /> <br />
