Section 2: Scope of Proqram. The Subgrantee shall develop and complete the Program as described in Part ill, which is incorporated into this contract as if written word for word herein, filed with and approved by the Grantee in accordance with the terms and conditions of this contract. Section 3: Period of Performance. The Subcontractor shall commence performance of this contract on the lsl: day of October , 1997., and shall complete the Program with all practicable dispatch in a sound, economical, and efficient manner to the satisfaction of the Subgrantee no later than the 30t:hday of Sepl:., 98 . Section 4: Cost of'Proqram. In order to assist the Subgrantee in financing the cost of the Program, the Grantee will pay the Subgrantee an amount not to exceed the following: A.) Heatinq Appliance Repair and Replacement Program Program, Support $ 5~6g0.00 Materials $ 7 ~ 549. O0 Administration $ . 600.00 ....... I Total $ 13~839.00 These funds shall be drawn down monthly based on actual expenditures. In no event shall expenditures exceed the authorized budget for subpart A. B.) Budget Adjustments Budget Line item expenditures must conform with the approved budget as outlined above for subpart A. During the contract period, a Request for Budget Revision (Line item transfer) must be submitted for approval by the Subgrantee prior to any line item overage. Minor line item adjustments necessary to reconcile the budget with final actual expenditures within subpart A may be initiated without prior approval within 45 days of contract termination. However, in no event shall no more than 45% of total contract expenditures on subpart A may be for program support under this contract. ~ Section 5: Contracts Under This A.~reement. Unless otherwise authorized in wdfing by the Subgrantee, the Subcontractor shall not assign any portion of the work to be performed under this agreement or execute any contract amendments or change order thereto, or execute any third party consulting contracts, or obligate itseif in any manner to any third party with respect to its rights and responsibilities under this agreement without the prior written concurrence of the Subgran/ee.
