Clifton, County Manager ! - <br />Date: December 26, 1997 <br />Re: Solid Waste Franchise Agreement <br /> <br />The attached Solid Waste Franchise Agreement is the result of many hours of <br />meetings and discussions with representatives of BFI, Inc. At this time, it is the <br />best option available to the County and Kannapolis, Mount Pleasant and <br />Harrisburg. <br /> <br />Following is a summary of the terms and conditions: <br /> <br />o <br /> <br />The agreement grants BFI the exclusive franchise for municipal solid <br />waste disposal and residential municipal solid waste collection in the <br />County. <br />The franchise term is 5 years with an option to renew for an additional 5- <br />year term under the same conditions. <br />The disposal fee charged to Kannapolis, Mount Pleasant and Harrisburg <br />will be $27.00 per ton plus a franchise fee of $1.00 per ton. These <br />municipalities are currently charged $28.00 per ton for disposal at the <br />County landfill. The disposal fee will be the same for the unincorporated <br />areas of the County. <br />Residential collection customers in the unincorporated areas of the County <br />will pay a rate of $10.00 per month for curbside pick up of one 90-gallon <br />roll-out container. The current rate is $10.93 per month. A new service, <br />once per week pick up of bulky waste, will be included in the $10.00 <br />monthly charge. Customers in single family residential units may contract <br />for pickup of additional containers at a rate of $7.50 each. <br />BFI will provide white goods collection service to residential collection <br />customers in the unincorporated areas of the County at a rate of $10.00 <br />per item. <br />If you wish to include curbside recycling and yard waste pickup in the <br />franchise, the rates for these services will be $2.48 and $4.50, <br />respectively. <br />Residents may deliver residential municipal solid waste to the BFI landfill <br />at Charlotte Motor Speedway subject to the following fee schedule: <br /> <br /> Office of the County Manager <br /> <br />P.
