There are now 130 aircraft based there with approximately 50,000 take-offs and <br />landings in the last year. The amount of activity and its pace of increase at the <br />airport has a definite negative effect on new residential development in the <br />general area surrounding it. <br /> <br />Another change in the area has been in the overall zoning patterns. Parcels of <br />land within this area that have bc~n annexed into the City of Concord since 1992 <br />have b~n administratively rezoned to industrial categories. These changes in <br />zoning have bc-c~n requested by the petitioners for annexation and been <br />approved by the City Council. The zoning activity is indicative of the overall <br />change in growth patterns of the area caused by the King's Grant development, <br />infrastructure improvement, airport activity, and other surrounding non- <br />residential uses. <br /> <br />The factors that affect future land use and zoning in this area of the Western <br />Area Plan have changed since its adoption. It is recommended, therefore, that <br />the plan be altered to reflect these changes. The following specific changes are <br />recommended: <br /> 1) The area referred to as King's Grant should be changed to more <br /> accurately represent the retail and service emphasis of the <br /> development around and extending from the interchange. The <br /> map should also be altered to reflect the new alignment of the <br /> King's Grant Parkway between 1-85 and Derita Road as that will <br /> surely change traffic patterns in the area. <br /> 2) Areas rezoned since 1992 that have varied from planned <br /> recommendations should be corrected on the land use map. These <br /> areas represent policy decisions by the elected boards based upon <br /> specific analyses of properties (as opposed to the general analysis <br /> of an area plan). <br /> 3) The residential area along the westside of Derita Road over to the <br /> Rocky River should be changed to Future EmploymenL This <br /> recommended change is the result of the specific analyses done to <br /> analyze a rezoning request and reflective of the other changes in <br /> the area. <br /> <br />The Western Area Plan will be reviewed in total as the City of Concord, <br />Cabarrus County, and the other municipalities within the County develop the <br />unified development ordinance. That ordinance will require a complete <br />administrative rezoning of the entire County, regardless of jurisdiction, and all <br />area plans will be reviewed to assist in proper application of zoning districts. <br /> <br /> <br />
