Summary- <br />We the residents of Beech Bluff Subdivision, petition the Cabarrus County Planning and <br />Zoning Board and the Cabarrus County Commissioners to deny the proposed rezoning of <br />certain parcels along Derita Road from Medium Density Residential to General Industrial. <br />The basis of our request is that: 1. the rezoning would violate the spirit and intent of the <br />Western Area Plan designating that area as residential; 2. the present zoning does not deny <br />the owners a reasonable right to develop their land. 3 the proposal would create an <br />employment center and associated traffic greater than the Concord Mills Mall and would <br />totally overload the present and future road system and infrastructure in the area; 4. the <br />proposal identifies no present or future need for the rezoning, while numerous parcels are <br />already available for industrial development. We ask further that the Planning and Zoning <br />Board and County Commissioners call for an immediate review of the Western Area Plan, <br />jointly with the City of Concord. Short of denial, we ask that the proposal be significantly <br />reduced in scale, scope and location, and that conditions be attached to the proposal that <br />would significantly mitigate its impacts. These are described in the following pages. <br /> <br />We are not opposed to carefully planned industrial development and understand the <br />importance of industry and commercial development to the County's tax base. Indeed, <br />many of us either work in local industry or businesses, or depend upon them. Our concern <br />is based on an honest belief that this proposal is too large, too intense, and too intrusive <br />into the Western Area Plan's residential areas, and would create intolerable congestion <br />and infrastructure problems for the County. We want the County to stand by its <br />commitment in the Western Area Plan. We urge you to carefully consider the points made <br />below and in the attached letters. <br /> <br />VVhy the proposed rezoning is not appropriate <br />The following are reasons why we feel that the proposed rezoning is not appropriate: <br /> <br />1. The proposal violates the intent and spirit of the Western Area Plan. This Plan, <br />developed in the early 1990' and jointly approved by the County and City of Concord, <br />envisions industrial development near the Airport and south, and along 1-85. Derita Road <br />is the boundary between industrial and medium density residential land uses, following the <br />sound practice of gradually changing zoning classifications. For example, the recently <br />approved Poplar Point development contains a medium density residential development <br />between its industrial / commercial activities and the Poplar Trails subdivision On the <br />other hand, this proposal would introduce General Industrial uses into the area, totally <br />surrounded by lower classifications, separated from other General Industrial uses and <br />adjacent to residential property. See attached Map 1. The site is largely wooded and fields <br />now, ideal for high-quality housing as presently zoned. The attached Photos 1 and 2 show <br />the site's residential character and the surrounding subdivisions. <br /> <br /> <br />
