Planning and Zoning Commission Minutes
December 18~ 1997

page 24

than the four lane roads we are now using in our urban areas to
carry the traffic which is projected for this proposal. I-Ie said he
does not think that is a reasonable thing to propose. Dr. I-Iartgen
said it just does not seem realistic to him to approve projects of this
magnitude and then hope that the dollars will show up for the
infrastructure.

Mr. Mark Sellers, Property Owner Beech Bluff, addressed the
Board asking them why are they considering changing everything
in order to accommodate some gentlemen who in his opinion want
to make money. The people who are making this proposed change
are making it to make money. The rest of the people in this room
are here to make a life, and he thinks that should be considered in
this decision.

Ms. Cynthia Lipscomb, Property Owner Beech Bluff, addressed the
Board stating this does not seem to make sense to change the
zoning. She said she does not think it would make any of the
residents in the area very happy and it would change the whole
character of the area.

The Chair closed the Public Hearing on Petition 97-19.

The Chair said the overriding concern heard from the owners was
the buffer. He asked the applicant if there was any compromising
with the buffer between the land in Bc'cc~h Bluff. He said there is a
100 foot buffer offer, but the adjacent property owners in Beech
Bluff would like to have a little bit more. He asked could a wider
buffer be offered without impacting the project?

Mr. Beal said he would have to consult with the petitioners.

Mr. Marshall said one of the logistical difficulties with this many
petitioners is what you are talking about in a buffer area affects
two of those petitioners, Hoyle Holland and Ralph Bonds. He said
the only thing he can suggest to resolve that is to group their
questions and allow them to respond. The other option is to
consider it as presented then state those possible positions and they
could be considered between this meeting and the Board of
Commissioners.
