ICABARRUSCOU I <br /> <br />NORIH CAROLINA <br /> <br />TO: Frank Clifton, County Manager~ /./.~5\-X~--~ <br />FROM: Jim Cook, Social Services Dire orkLg~ ]" <br />DATE: 1-8-98 L ,/ <br />SUBJECT: Cabarrus Work First Program Block I~rant Plan <br /> <br /> I am requesting time on the agenda for the Board's meeting of January 20, so that <br />the proposed County Work First Program Block Grant Plan may be considered and <br />submitted to the State as required by February 1. <br /> <br />Planning Committee and Block Grant Plan <br /> <br /> Attached is the proposed Plan which has been developed for the County through <br />work with the Welfare Reform Planning Committee appointed in November by the Board <br />of Commissioners. <br /> <br /> The Plan was approved for recommendation to the Board by the Committee at its <br />meeting of January 5. It is to be placed on display throughout the Community for public <br />review and comment January 12 through 17. I will bring a report of comment received to <br />the Board meeting on January 20. <br /> <br /> The Committee has done an excellent job in identifying community resources and <br />suggesting measures which can be effective in helping families avoid or move from welfare <br />dependency to work and economic self-support. The Plan includes: <br /> <br />1) Additional measures to help families avoid welfare dependency, including more <br /> effective use of emergency assistance and grant diversion, First Stop job <br /> registration through ESC, and more immediate involvement of Child Support <br /> Services; <br />2) Continued use if the employment incentives and grant diversion provisions that <br /> have worked well in our demonstration Work Over Welfare Program and a <br /> broadening of the group covered by that Program; <br /> <br /> Department of Social Services <br /> <br />PC ~ox 668 · Concord.
