Communi~ Work Experience Requirement: As it would be prohibitively <br />expensive and perhaps impossible for electing counties to meet the requirement that <br />they provide community work experience for all able-bodied adults who can not find <br />work, this program component must be made optional for electing counties as it is for <br />standard -counties. <br /> <br />Hearings and Appeals Process: To avoid unnecessary costs and make the best use <br />of resources already in place at the State, electing counties must be permitted to use <br />the state hearings and appeals process for all issues except those arising from unique <br />eligibility requirements the electing county has developed. <br /> <br /> ' There are several additional issues significant to our request for electing status. <br />Our understandings about these matters are as follow follows: <br /> <br />Understandines <br /> <br />Change of Status: The County may change to standard status at a later time upon <br />action of the Board of Commissioners. (It is understood that the County may request <br />a change in status at least until the General Assembly has approved the State's Block <br />Grant Plan). <br /> <br />Use of State Systems: As Cabarrus County proposes to follow State policies <br />regarding eligibility and payment levels, except in the use ora "pay for performance" <br />system, Cabarrus will be able to utilize the State ELigibility Information System and the <br />State will issue public assistance checks for the County. <br /> <br />Agent of the State: As the State will approve the County's Block Grant Plan prior to <br />its implementation, the County will be considered to serve as an agent of the State in <br />its administration of programs under the Plan in the same sense that a standard county <br />would be considered an agent of the State. <br /> <br /> We believe that the measures described in the Work First Block Grant Plan are <br />essential to the contin.ued success of our program in meeting community and State goals <br />for welfare reform.
