C. 28026-0707

Dear Mr. Clifton:

We have reviewed your request for additional land at Stonewall Jackson School and have
asked the Division of Youth Services to look at possibilities. They have provided us with
a map showing approximately 50 acres of land which could be used for nine soccer fields.
A copy of the map is enclosed for your review. The land is located next to Frank Liske
Park and can be accessed from the park.

You will recall that our previous correspondence stated that the land could be used only
for athletic fields and that there could be no permanent structures located on the land. We
also will require that Stonewall Jackson students be allowed use of the land for athletic
purposes. In your last correspondence you requested that the land be a part of the lease
you currently have for Frank Liske Park. We prefer a separate lease for this 50 acres with
the specific terms we've included in our discussions.

Please contact John Lail or Pam Massey in our Property and Construction Office at (919)
715-9702 to discuss the process for developing a lease for this land. We look forward to
working with you.

Sincerely,

H. David Breton, M.D.

cc: Jim Edgerton
John W.
