NORT~ CAROtlNA <br /> <br />January 8, 1998 <br /> <br />MEMORANDUM <br /> <br />TO: Board of Commissioners <br /> <br />RE: Retirement of Terry Rowland - Filling Vacancy <br /> <br />As you already know, Terry Rowland has submitted his proposed retirement effective May 31, 1998. <br />This creates an opportunity to seek to fill the vacancy created by Terry's retirement in both a timely <br />and thorough manner. <br /> <br />By statutory authority, the Board of County Commissioners is responsible for the selection of the <br />County Assessor. Additionally, by contract the County has assigned Tax Collection responsibilities <br />to Mr. Rowland's position as Tax Administrator. <br /> <br />It is suggested that the Board of Commissioners direct myself through Don Moorhead to begin <br />advertising the vacancy and to conduct the initial employment screening of applicants for the Board <br />of Commissioners. The Board may want to appoint two of its members to oversee that process until <br />a group of qualified finalists are determined. Then it would be appropriate for the Board to conduct <br />interviews and make a selection. <br /> <br />Salary Range for the position of Tax Administrator is from $48,110 to $74,256. Currently, the <br />position pays $70,000+. A job entry rate could be at $55,682 or higher if so set by the Board. <br /> <br />It is also appropriate for us to look at the organi?ation structure currently in place and responsibilities <br />assigned. Depending upon the qualifications of applicants, a decision regarding the current staffing <br />levels and function assignments might be appropriate. Staff will review these issues internally and be <br />prepared to discuss options at some point in the future as the Board reviews applicants for the <br />position. <br /> <br /> Office of the County Manager <br /> <br />P.
