January 8, 1998 MEMORANDUM TO: Board of Commissioners ICABARRUS COUN1TI NORIH CAROLIMA RE: Appointment to the County Convention & Visitors Bureau (Tourism Authority) Please note that there are three appointments that are expired and one vacancy on the County's Convention and Visitors Bureau. Prior to making any appointments or filling the current vacancy, I suggest that it might be appropriate to re-evaluate the current organization structure and modify the local legislation empowering the Tourism Authority. First, the consolidation of the two Chambers into one unit creates a need to re-evaluate the appointments on the basis of representation. Second, there is probably a need to modify the current local legislation to correct it for any changes implemented. It is suggested that the Board of County Commissioners authorize the Tourism Authority's current board members to continue to serve until modifications to the membership structure are completed and modified in the Legislature. It is suggested that the vacancy be left vacant until this process is completed so as to allow more flexibility in developing a new Authority organizational structure. Your action to authorize these recommendations is requested. Staff will work with the Tourism Authority board members to develop recommendations to the enabling legislation consistent to the progress made in consolidation of the Chambers and reflective of changes in the tourism industry. Once the Tourism Authority's recommendations are finalized, they will be brought to you for approval prior to pursuing legislative modifications.
