METHODOLOGY TO ADDRESS SERVICE NEEDS
OF LOW INCOME-MINORITY ELDERLY

The Cabarrus County Department of Aging will distribute brochures that promote the
services provided by our agency throughout our community. We will concentrate
distribution in predominately minority and/or low-income neighborhoods. We have been
successful in promoting our services through local churches. We will continue to
distribute this information through the churches and continue to make personal
presentations whenever possible.

We have developed a distribution of over 14,000 of our "Sunset Outlook" newsletter. We
will be able to increase this distribution to more than 20,000 homes by adding the
Kannapolis area. This expansion is possible due to the merger of the Kannapolis
Independent and The Concord Tribune. This increase in circulation will allow us to
reach more people in the Kannapolis area. This community is composed of the highest
concentration of older adults in Cabarrus County, Many of these older adults are in the
low-income and/or minority classification.

We have initiated negotiations to create a promotional video to better market our
services. We hope to complete this project by January, 1997. This will improve the
quality of our community presentations.
