6, On May 15th a joint meeting was held to discuss makeready <br />proaedures. Representatives from Vision Cable and from the ex- <br />isting Utility pole owners were in attendance. Completed strand <br />maps were presented to the engineering departments of the respect- <br />ive utilities and standard engineering forms were agreed upon. <br /> Although all attachment agreements have not been submitted <br />or agreed upon, Vision Cable has begun the process of pole in- <br />spection so that when all the proper documents are executed work <br />reques%s will be ready for submission. We now have 5wo engineers <br />a% work on rearrangement requests. <br /> <br />7. Fina] negoiations are undergo, ay relative to the selection <br />of ali contractors and equipment for the cable system. <br /> <br />8. Electronic design prints will soon be completed and made <br />available to all franchisin~ bodies prior to the beginnxng of <br />actual cable construction. <br /> <br />9. A test bore and soil analysis has been scheduled for the <br />tower and TVRO earth station site in Kannapolis and upon completion <br />the property will be readied for construction. <br /> <br />!0. Vehicle fleet requirements have been determined. Heavy duty <br />specialty vehicles are on order for August delivery. Light duty <br />units will be pnrchased locally during the hex5 few months as the <br />need dictates. <br /> <br />ll. All necessary requests for permits or authorily have been <br />submitted 5o the Federal Communications Commission and at this <br />point, %~ith the exception of receipt of pole attachment agreements, <br />our schedule coincides with our projections. If we are able to <br />receive, approve, execute and re~urn all attachment agreements so <br />that pole rearrangement work can begin within the next few weeks, <br />our projected first service date of October can be an exciting <br />reality. <br /> <br /> In addition to the items reported above, I wish to address <br />two other associated areas: <br /> <br /> Section 6 of our operating franchise refers to the application <br />and ~ssuance of a certificate of compliance by the FCC. I call <br />this to your attention because the FCC has suspended this require- <br />ment and no longer issues such a document. Vision Cable is, however, <br />proceeding with the development and construction of its system at <br />a rate equal to, or surpassing those provisions which relate to the <br />certificate. Judging by typical past performance, if the FCC now <br />required the certificate we would not have received it at this time. <br />Again, I relate this to point out that we have already begun engin- <br />eering and construction operations which would pi-eviously have not <br />been instituted prior to the issuance of a Certificate of Compliance. <br /> <br /> In closing this second quarterly progress report; I wish to <br />extend my own personal thanks to the Concord and Kannapolis Chambers <br />of Commerce, to all the individuals with Whom I have come in contact <br />who represent the City and Counties, and to the citizens of this area, <br />for their help and hospitality <br /> <br /> <br />
