General Statute 158-7.1, the County must conduct a <br />separate public hearing for economic development appropriations. A <br />funding plan is approved during the public hearing when each new <br />economic incentive is approved, and now one is required for the County's <br />annual appropriation for the contribution to the Cabarrus Economic <br />Development Corporation. <br />To ensure compliance with the N.C.
