Planning and Zoning Commission
Minutes
March 12,2019
If you look at the landscape plan now, they are showing that area being filled with 11 American
Hollies, and have stated that it would be closed by that landscape. Staff would do an inspection,
and as part of the inspection we would make sure that those plants are planted in that driveway
and that it is closed off. That is currently how the applicant is proposing to rectify that comment
that they received back about the driveway. I don't know if you have any questions for them
related to that.
The Chair asked if there were any questions. Seeing none, we can move on to the sediment
ponds, the stormwater runoff that we all saw on our site visits.
Ms. Morris said there were two different areas, the sediment ponds and stormwater runoff are
related to two different points of discussion that you had. With the sediment ponds and the
storm water runoff, there was a lot of discussion and a lot of questions asked by the Board, as far
as whether any of those detention ponds were going to stay on site, and then also some of the
runoff that was near the wetlands. We handled these as two separate items.
The engineer requested that some notes be added to the plans related to stormwater basins. Those
have been added to the plans. You can ask the engineer any questions that you have related to the
sediment ponds and also to the stormwater. He has reviewed the current notes that they put on
the plans along with the revisions that they submitted to us. So, if you have any specific
questions you want to ask Mr. Webb.
The Chair said any questions for Wes? I do not know if there are any specific ones, but he can
come up and speak to us if he as seen it at let us know.
Mr. Wes Webb said as Susie stated, most of those were related to the final closeout of the shape
and configuration of the embankments that will be removed, the bottom widths. They had some
original design guidelines if the flow was a certain size, this was the bottom width and we asked
that that information could be placed on the plans so the contractor would know which basin had
which flow and which size channel to put into it. So, that portion of it, to convert it back to the
final site, he thinks all the comments have been addressed on that side.
The Chair asked Mr. Webb ifhe was satisfied with what they have presented to him.
Mr. Webb: Yes, sir.
The Chair asked if anybody have any questions for Mr. Webb. Thank you.
The Chair asked if anyone had any comments. There being no comments the Chair moved on to
the floodplain on page 6, the floodplain development permit.
Ms. Morris said when the original plans for this project were submitted, there were no proposed
encroachments into the floodplain. During the project, there were encroachments into the
18
