<br />Page 5 of 19 <br />1. The report and map was not updated to reflect encroachments into the undisturbed buffer. <br />The areas include: <br /> The buffer on the east side of Edgefield Road. <br /> The buffer on the east side of Edgefield Road Extension. <br /> The area on the west side of Sediment Basin #5, beyond the limits of the original <br />driveway. <br /> The buffer adjacent to the Berry and Carrie Criswell tract. The maps show the gravel <br />road on the edge of the buffer. Aerial Photos show clearing on the west side of the <br />road. Exhibit EXC-110 also shows the area as an impact. <br /> <br />Landscaping plan <br />1. The Kleinfelder buffer encroachment report does not appear to include or evaluate buffer <br />widths based on the right of way location. This impacts the report for buffer locations along <br />public right of ways and Kimley-Horn notes concern the areas that need plantings. The <br />Kleinfelder report has not been updated, but the Kimley-Horn Conditional Use Permit Drawings <br />and Landscape plans have adjusted the proposed landscaping areas to reflect the location of <br />the public right of ways. <br />2. The plan does not propose to fully restore buffers that were to remain undisturbed. Some <br />areas are to only be reseeded and other will receive supplemental plantings. These areas <br />should have full restoration plantings unless a tree survey is prepared for each area <br />documenting that the existing tree and shrubs meet the minimum standards. This comment <br />applies to: <br /> The area south of Array 24. <br /> The B3-B area should have full restoration rather than supplemental or replacement <br />understory tree plantings. <br /> The encroachments into the B6 area should have additional plantings to meet the <br />standards for full restoration. <br /> The B3-A area should have the required supplemental buffer plantings rather than <br />replacement buffer plantings. <br /> The north side of Joyner road should have required supplemental buffer plantings under <br />the power line. <br /> The encroachment into area B1-B and B1-C should have required supplemental buffer <br />plantings. <br /> The encroachment into B7 area on the south side of Joyner Road and east of area B3-A <br />should have required supplemental buffer plantings. <br />The additional information provided concerning the existing condition of the buffer does not <br />document the number of shrubs or trees within the existing buffer or provide information on <br />the actual width of the wooded buffer. The exhibit shows views from the site towards adjacent <br />properties rather than from the property line into the site. <br />3. The condition of the buffer adjacent to the Christopher and Loli Finsel tract needs to be <br />evaluated. This area was previously timbered and does not appear to have a 100 foot wooded <br />buffer.
