Submitted by Wes Webb, PE, Alley, Williams, Carmen and King, County Contracted Engineer

History / Other Information

General Information

1. The subject property is approximately 673.131 acres in size and is currently developed as a public
service facility (solar farm). This is the correct overall site acreage per the Tax Department for the
two parcels and is a technical correction to the original acreage provided on the plan.

2. The application states the site will be comprised of approximately 25 inverters, 26 transformers,
and 25 arrays for the site. The site configuration changed from the original configuration due to
a change in the technology being used on the site. This is a technical correction to the original
plan.

3. The application states that the output from the project will be delivered to Union Power
Cooperative and distributed to their grid.

4. The application states that the project has been under construction for approximately 9
months. The substation is constructed and installed on the Five M’s, LLC tract. Array
construction finished in August 2018. Final punch list items, including landscape installation,
will take place over the next few months.

5. The applicant submitted documentation from the NCDOT that includes permits for five driveways
to access the site. The permits provided are the same permits from the original submittal in 2017.
The driveways have been installed on the site.

6. Addresses have been assigned to each of the five entrances. Address identification signs have
been installed as required showing the address, the site location and the pods. The Knox Boxes
have also been installed.

7. Two sets of overhead lines are proposed as part of the current project plans. The lines are located
on the east side of the project boundary, near where the original landscape easement was
originally proposed and along the southern boundary of the Stewart property. Two directional
bores are also proposed. See electrical E2002.

Specific Review Standards for Public Use Facility (Solar Farm)

a. Plans and elevations for all proposed structures and descriptions of the color and nature of all
exterior materials. The application states that there are two sub-station control buildings on the
site. No pictures or elevations were provided.
