Planning and Zoning Commission <br />Minutes <br />March 12,2019 <br />Mr. Healy said again, I will indicate that these were provided to us by Recurrent Energy. <br />Mr. Dagenhart said but, in your professional opinion? <br />Mr. Healy said did I think they applied? No, there is enough buffer oftrees and distance that I <br />did not think they were applicable, but we ran the analysis on them anyway. <br />Mr. Dagenhart said in your professional opinion, are observation points I and 17 sufficient for <br />that intersection, travelling south on Mount Pleasant Road? <br />Mr. Healy said 17 is on Joyner. <br />Mr. Dagenhart said okay, so, you have one observation point as you approach the intersection of <br />Joyner and Mount Pleasant, heading south. <br />Mr. Healy said heading south; yes, observation point number 1 and just past Joyner is <br />observation point number 2. <br />Mr. Dagenhart said in your professional opinion, is that an adequate number of observation <br />points? <br />Mr. Healy thinks, based on the view shed from observation point 1, yes, because any reflection <br />or any glare would come from MPE-6 and there is a barrier of trees there, from when I drove <br />that, that you do not really have a line of sight to the project from that angle <br />Mr. Dagenhart said what time of day was that? <br />Mr. Healy thinks it was about 4:00 in the afternoon. <br />Mr. Dagenhart said but, your study also shows that the times of concern are March through May, <br />at what time of day? <br />Mr. Healy said 6: 15 to about 6:30 p.m., roughly. <br />Mr. Dagenhart said until? <br />Mr. Healy said he can look it up. <br />Mr. Dagenhart said obviously, it is this time while we are sitting here? <br />Mr. Healy said right. But, I think to your point, is when I went out there and reviewed that <br />observation point to see if there was any line of sight, just physically if I could see it, I could not <br />see MPE-6, which is where any glare would come from I think, according to the analysis. <br />29
