Planning and Zoning Commission <br />Minutes <br />January 8, 2019 <br />18 <br /> <br />and a half lots, and then ends at the Watson and Beatty properties in this area. The plan definition <br />of the B8 buffer says: <br /> "This is an area to be considered for additional plantings, eight to 10 feet tall, American Holly <br />trees or Cabarrus County approved species in similar mature height and width, planted in a <br />double staggered row, spaced 15 feet on center, areas to be field verified for suitable planting and <br />density to provide residential and public screening". <br />That is the proposed change to EXLA 1.0, which was submitted previously. He asked if there <br />were any questions before he plunges on. <br />Mr. Adam Dagenhart: Can I get a clarification before you get too far out? <br />Mr. Benshoff: Sure. <br />Mr. Dagenhart said is the purple that I'm looking at on this current slide, is that the same shade of <br />purple where you had an alleged field survey buffer encroachment, where you just read that <br />about the plantings for the road? <br />Mr. Benshoff: Yeah, right below the B8. <br />Mr. Dagenhart: so that is the same purple, is that what that is designating? <br />MR. BENSHOFF: Yes; and that has not changed since last month. <br />Dr. Litaker: What you are talking about, is that what was already proposed in the buffer? <br />MR. BENSHOFF: No. <br />DR. LITAKER: Or is what your experts are proposing? <br />MR. BENSHOFF: It is what the applicant proposes and it is in addition to what was proposed <br />last month. It is new. <br />MR. CORLEY: So the way I see the colors, we have the purple, which is the encroachment, we <br />have the green, which was the original county buffer replanting to resolve the encroachment, and <br />the red is an additional attempt to further screen? <br />MR. BENSHOFF: Yes, and the numbers in the circles, the B1, B2, B3, they correspond to the <br />buffer types on the upper right hand corner of the drawing. The 2-D version of those is what I <br />showed you right before I showed you this map. Essentially, where Mr. Guy opined that the <br />supplemental buffer in disturbed areas was sufficient; it has been supplemented.
