Planning and Zoning Commission <br />Minutes <br />January 8, 2019 <br />23 <br /> <br />MR. PINTO: Where is that; where are they? Down at the bottom? <br />Mr. Wingo: Oh, you do have it on there, right? <br />Mr. Benshoff: We can show. <br />Mr. Wingo: We can just show them on that one. So, it is actually the one all the way south and <br />then the one sandwiched. This one here is the tracking set and then further up this is the other <br />one that is tracking. From those two, you will never have an occurrence of glare or glint. <br />Mr. Pinto said they face south? <br /> Mr. Wingo: Because they should always face towards the sun, so therefore if they are facing it <br />you have no reflective angle. No angle incident is what it is technically called. <br />Mr. Pinto: Which way do the panels face now? South, the stationary ones. <br />Mr. Wingo: I would have to get back there. I cannot answer that right now off the top of my <br />head. There are probably people in the room that could. <br />Mr. Benshoff: Mr. Jansen, can you answer that please? <br />Mr. Jansen: Mr. Al Jansen, Canadian Solar Construction Manager, 305 Lampton Lane, Port <br />Lampton, Ontario, Canada. The stationary panels all do face essentially south, a portion or a <br />degree varying from there, but essentially south. The tracker, the single axis tracker, they do <br />track from east to west. <br />Mr. Pinto: East to west? Okay. It is going the opposite way then <br />Mr. Jansen: That is correct. <br />Mr. Rockett: That statement, that there would never be glare from the tracking units is under the <br />assumption that they are always functioning as designed, correct? <br />Mr. Wingo: Yes, it is. <br />Mr. Pinto: Are there any other questions for the presenter? <br />Mr. Wingo: Thank you. <br />Mr. Benshoff: Some of the findings that you have to make involve the impact of the <br />development on the local water utility, wastewater utility, schools, public safety agencies, and <br />traffic and transportation network.
