<br />• Determine if an existing utility provider is willing to serve this area with utility service and/or <br />examine the feasibility of providing utilities with wells and a modular wastewater treatment <br />facility similar to the facility in use in Midland. <br />• Ensure that appropriate access management techniques are employed to ensure that the <br />highway will function appropriately. <br />• Work with rail providers to serve this area with freight service and spur lines. <br /> <br />Conclusions <br /> <br /> The site is currently used for agricultural purposes. <br /> It is designated as a Century Farm and has been farmed by the family since 1903. <br /> The site is in the Present Use Value (PUV) Program and is surrounded by several other PUV <br />Program parcels. <br /> The applicant is currently working with Cabarrus County Soil and Water Conservation District <br />Staff to place the property in a conservation easement. <br />o The conservation easement would restrict development rights on the property, but for <br />two homestead sites, in perpetuity. <br />o The Soil and Water Conservation District oversees conservation easements and works <br />with the NC Department of Agriculture (NCDOA) and US Department of Agriculture <br />(USDA) to secure funding for these easements. <br />o The NCDOA prefers that property placed in an easement be zoned properly for <br />agriculture. <br /> Agriculture, including livestock, is permitted by right in the AO and CR zoning <br />districts and is permitted based on standards in the LDR and MDR districts. <br /> In 2005, several properties throughout the County were rezoned to OI as the result of <br />recommendations in the Cabarrus County Strategic Plan for Economic Development. This study <br />identified potential sites for Future Employment/Industrial Development. It is assumed that this <br />property was included as an expansion of the area identified in the site as Site Q, US52/Glenmore <br />Road. <br /> Agricultural uses are not permitted in the OI district. Therefore, a rezoning of the subject property <br />would decrease the non-conforming status of the property and bring the use of the property into <br />compliance with the current ordinance. <br /> <br />This is a conventional rezoning request, therefore all uses permitted in the AO zoning district would be <br />allowed on the subject property if approved. The Planning and Zoning Commission should consider all <br />of the information provided and determine if the proposed rezoning is consistent with the Commission's <br />vision for this area of Cabarrus County.
