2 <br />CABARRUS COUNTY PLANNING AND ZONING COMMISSION <br />This commission serves a key role in shaping the future development of the county as it <br />reviews subdivisions, assists in area plans, and makes land use decisions, some of which <br />are forwarded to the Board of Commissioners. The commission also serves as the Board of <br />Adjustment that hears and decides appeals of decisions by the Zoning Enforcement Officer, <br />and grants special use permits/variances. Members include a representative from each of <br />the 7 planning areas (Concord, Midland, Central, Eastern, Harrisburg, Kannapolis and <br />Northwest Cabarrus), 2 at -large representatives and 3 Alternate members. Appointments <br />are for terms of three years. <br />CENTRALINA WORKFORCE DEVELOPMENT BOARD <br />This group serves as the governing body for a variety of programs and their plans, including <br />the Job Training Partnership Act, Work First (JOBS) welfare and placement programs, the <br />Older Worker Americans Act Job Training and Employment Program, etc. The County <br />Commissioners appoint 4 persons representing Education, Organized Labor and the Private <br />Sector (2) to serve on this six -county, 20-member board. Appointments are for terms of two <br />years. <br />CONCORD PLANNING AND ZONING COMMISSION <br />The Commission guides, reviews and regulates land developments within and around the <br />boundaries of the City of Concord. The County Commissioners appoint one member who <br />resides in Concord's extraterritorial jurisdiction area for a term of three years. <br />HARRISBURG FIRE ADVISORY BOARD <br />The Harrisburg Fire Advisory Board advises the Town Council, Town Administrator and the <br />Fire Chief on matters of policy, administration and operations. The board tracks the progress <br />of the Harrisburg Fire Department's key objectives as outlined in the annual report, reviews <br />the Department's By -Laws on an annual basis, and recommends changes to the Town <br />Council for final approval. <br />HARRISBURG PLANNING AND ZONING BOARD <br />This board reviews, regulates development within and around the boundaries of the Town of <br />Harrisburg and hears and decides on appeals of zoning within the Town's jurisdiction. The <br />County Commissioners appoint one person who resides in the extraterritorial jurisdiction of <br />the Town to serve for a term of three years. <br />HOME AND COMMUNITY CARE BLOCK GRANT ADVISORY COMMITTEE <br />This advisory committee assists the Department of Aging with the development of the <br />County Aging Funding Plan through the Home and Community Care Block Grant for Older <br />Adults. The committee is composed of potential public and private providers of aging <br />services, elected county officials, older adults and representatives of other aging interests in <br />the county. <br />HUMAN SERVICES ADVISORY BOARD <br />This board is appointed by the Board of Commissioners to advocate, advise and consult <br />regarding services within the Department of Human Services. The board is composed of five <br />members who are appointed for three-year terms. <br />In the first year of organization, the terms will be staggered with three members appointed to <br />October 20, 2020 <br />Page114 <br />
