13. Governing Law - This Agreement shall be governed by the laws of the State of <br />North Carolina. <br />14. Miscellaneous /Entire Agreement /Paragraph Headings - This Agreement sets forth <br />the entire understanding among the Parties and supersedes all previous agreements, <br />arrangements and understandings among the Parties pertaining to this subject matter, <br />whether written or oral, and may not be amended except in writing signed by all Parties. <br />This Agreement is intended to be binding on and for the benefit of the Parties only and <br />no term or condition is intended to benefit, nor may any term or condition be enforced <br />by any other person. Paragraph headings are for convenience only and shall not be <br />deemed a controlling part of this Agreement. <br />15. Execution - The signatures of the Chairs of the Kannapolis Board, the Cabarrus <br />Board and the Cabarrus County Board of Commissioners constitutes approval of each <br />Party.
