It is not the intention to fully repeal <br />The 1982 Ordinance as Amended, but rather to re -enact and continue in force several <br />provisions of the such Ordinance so that all rights and liabilities that have <br />accrued thereunder are preserved and may be enforced under this Ordinance. Other <br />provisions of the prieF that Ordinance as °b ilaseg ieRtl y ameRde that are not re- <br />enacted hpreap or vested according to the following provisions are hereby repealed. <br />Section 1 -6 Vesting <br />Recognizing that it is necessary and desirable as a matter of public policy to: <br />1. provide for the establishment of certain vested rights in order to ensure <br />reasonable certainty, stability, and fairness in the land use planning process, <br />2. secure the reasonable expectations of landowners, and <br />foster cooperation between the public and private sectors in the area of land - <br />use planning, a vesting process is described through which the pF i Q <br />zoning districts and schedule of uses < the 1982 Ordinance as Amended, may <br />be claimed to secure either a zoning permit, a building permit or to seek an <br />established vested right as described in Sections 1 -7, 1 -8, and 1 -9.
