CARDINAL INNOVATIONS HEALTHCARE SOLUTIONS — Community Oversight <br />Board <br />By resolution as a result of new legislation, the Boards of County Commissioners <br />of Alamance, Cabarrus, Caswell, Chatham, Davidson, Franklin, Granville, <br />Halifax, Orange, Person, Rowan, Stanly, Union, Vance and Warren Counties <br />agreed to be served by a single Area Authority operating as a Managed Care <br />Organization with a governance structure that will function under existing law, as <br />well as under the new governance legislation. It is in the interest of the public <br />health and welfare to create an Area Authority to operate North Carolina's <br />1915(b)/(c) Medicaid Waiver as a Managed Care Organization and to manage all <br />public resources that may become available for mental health, intellectual and <br />developmental disabilities, and substance abuse services, including federal block <br />grant funds, federal funding for Medicaid and Health Choice, and all other public <br />funding sources. The Community Oversight Board (COB) is part of Cardinal <br />Innovations Healthcare Solutions' governance structure. The COB consists of <br />three (3) members from each County, appointed by each County's Board of <br />Commissioners, and will include a County Commissioner or designee, a <br />consumer or family member, and another citizen or stakeholder; and one (1) <br />member from the Local Consumer and Family Advisory Committee, either the <br />Chair or other elected official. Appointments are for terms of three years. <br />CONCORD PLANNING AND ZONING COMMISSION <br />The Commission guides, reviews and regulates land developments within and <br />around the boundaries of the City of Concord. The County Commissioners <br />appoint one member who resides in Concord's extraterritorial jurisdiction area for <br />a term of three years. <br />COUNCIL FOR A SUSTAINABLE LOCAL ECONOMY (CSLE) <br />The CSLE is charged with performing research and analysis, educating the <br />community, developing strategies and making policy recommendations that <br />encourage the development of a resilient, robust and sustainable local economy <br />in which entrepreneurs and creativity thrive and the community prospers. The <br />CSLE is given discretion in fulfilling its charge; however, it is specifically directed <br />to address the following: <br />1. To the extent possible, identify "leakage" in the local economy. That is, <br />determine how much money is spent by local businesses, institutions, <br />governments and residents purchasing goods and services from outside <br />Cabarrus County that are available from businesses within Cabarrus <br />County. Additionally, determine the impact, in terms of the number of <br />jobs, of diverting some or all of that spending from outside the county to <br />businesses inside the county. <br />2. Identify barriers to success encountered by small businesses as a result <br />of government policies and regulations. Conversely, identify government <br />policies and regulations, existing or new, which are helpful to small <br />businesses. <br />Attachment number 1 <br />1 -10 Page 268 <br />
