APPENDIX B -MEETING MINUTES <br />Southeast Cabarrus Park Meeting Minutes ~DICKSON <br />community Inlrasfructur• consultants <br />DATE: September 30, 2009 <br />ATTENDEES: LONDA STRONG, JONATHAN MARSHALL, CHRIS FU RR, RANDY DANIELS, HEATHER JOHANNES, <br />BAR6ARA WALKER, RHONDA HARRISON, KEVIN GRANT, KYLE BILAFER DONNA WALLACE, ROB WALLACE, <br />JOHN PARKER, TONY HARRIS, MIKE DOWNS, TIM LOWDER, BILLY ROYAL, JOEL MOULIN <br />The purpose of the meeting was to update the steering committee on the progress of the master <br />planning stage. Since the last committee meeting, there have been two public meetings and a <br />public comment at the Cabarrus County Fair. All survey and written information received to date <br />was compiled and the information was presented to the committee in the form of a draft master <br />plan document. The draft document contained a small narrative, the latest conceptual plan, <br />architectural renderings, survey responses, and an early cost estimate. <br />• Items that were discussed at the meeting are as follows: <br />o Discussion regarding access to the park - Mr. Wallace stated that their could be a <br />decision in November or December and offered to assist in acquiring an option to <br />purchase additional land for an alternative access <br />o Turn lanes wire discussed if the alternate entrance on Bethel School Road were to <br />become an option. <br />o The expense of a bottomless culvert was brought to the attention of the committee <br />if the alternative entrance is utilized. <br />o The discussion of sewer capacity and connection capability was discussed. <br />Currently, there is not available capacity for this project, but those in the room with <br />knowledge of the situation feel confident that sewer capacity and connectivity will <br />not be a problem. <br />o Regarding the trails throughout the park -Most trails should be natural or have <br />granite screenings which work well in the other parks. The trails should have a <br />hard surface near high traffic areas. <br />o The support of the boardwalk was briefly discussed and the idea of a cantilevered <br />boardwalk was proposed. <br />o The report indicated that the survey information and public comments are directing <br />the development towards a passive park with limited active features. <br />X47 ~ ~DIC{<SON <br />COmmunily fnfraslruClu rG consultants <br />G-1 Page 268 <br />
