This approval is being sought to comply with the requirements of the 1999 <br />resolution adopted by the Cabarrus County Board of Co>missioners authorizing PBH to hold <br />title to real property pursuant to the provisions of G.S. 122C-147(c). This same resolution giving <br />PBH the authority to hold title to real property has been adopted in substantively the same form <br />by all five of PBH's participating counties; Caba>rus, Davidson, Rowan, Stanly, and Union. <br />For your information, PBH's legal name in the 2003 Joint Resolution adopted by all five <br />counties is Piedmont Area Mental Health, Developmental Disabilities and Substance Abuse <br />Authority. PBH is an LME and does business as "PBH" and, formerly, as "Piedmont Behavioral <br />Healthcare." <br />PBH's proposed capital project is the construction of a building of approximately 40,000 <br />square feet on real property located in Cabanas County on Kannapolis Parkway in the City of <br />Kannapolis. The purpose of the project is to provide an area office building for consolidating <br />PBH's administrative and service management offices. <br />The project cost is not known with certainty at present. An architect has not yet been <br />retained by PBH and the project has not been fully designed. However, it is anticipated that the <br />entire cost of the project, including land cost, building design, and construction, will not exceed <br />$10 million. <br />Part of the project will be paid for with cturently available funds. A second part will be <br />paid for with installment purchase financing pursuant to G.S. 160A-20. No funding for this <br />capital project will be sought from Cabarrus County, or from any of the other four counties that <br />participate in PBH. <br />1 am enclosing a copy of the 1yyJ resolut>on of the Cabarrus County tsoard of <br />Co>runissioners along with a proposed Resolution of Approval of PBH Capital Project. <br />G-7 <br />Cabarrus • Davidson • Rowan •Stanly • Union <br />
