MEMORANDUM To: Cabazrus County Boazd of Commissioness Fxom: Kassie Goodson Watts/Plannex Subject: Consent Agzeement and School Capacity Information for The Mills at Rocky Rivex Subdivision Date: 6/1/2007 The Mills at Rocky River subdivision was appsoved by the Concord Planning and Zoning Board on December 15, 2005. The subdivision was then revised on October 17~, 2006. The pzoject consists on 830 single family lots and 370 multi-family units on +532 acxes located on Rocky Rivex Road. T'he specifics of the agreement are as follows • Developei - Csosswinds At Rocky Rivex, LLC c/o Gzace Development Coiporation, LLC 7714 Matthews-lYlint Hill Road, Charlotte, NC 28227. • Payment of $4034 pez single-family lot and payment oF $1331 pex mulri-family units will be due at Final Platting. • Build out schedule would be no more than 100 dwelling units platted in 2007, no more than 300 dwelling units platted in 2008, no mote than 300 dwellutg units platted in 2009, no moxe than 200 dwelling units platted in 2010, and no moze than 200 dwelling units platted in 2011. The APFO worksheet filled out by ~. Robert Kluttz with Cabaxrus County Schools indicates that schools unpacted by The Mills at Rocky Rivet Subdivision are cursendy Cunctioning at the following capacities: Rocky River Elementary School - 104.68% C.C. Griffin Middle School - 120.16% Centsal Cabaxrus High School -135.42% Including pxeviously apptoved subdivisions, these schools will be funcrioning at the following capacity upon complerion of The Mills at Rocky Rivez Subdivision pxoject: Rocky Rivex Elementary School - 211.67% C.C. Griffin Middle School - 20534% Hickory Ridge High School - 118.00% The high school students genexated by The Mills at Rocky River subdivision will be attending Hickory Ridge High School when it opens in August of 2007. The capacity at that time will be 118.00%. The Cabaxrus County Schools Pxoject List in the 15-Year Facility Plan includes a new elementary school in 2008 on this site. This school would zelieve Rocky River, A. T. Allen, as well as Hazrisbuzg Elementary, if needed. Also, a middle school is included in the plan foT 2008 south of NC Highway 49 to relieve C. C. Grif&n. Anothex elementary school south of Harrisbutg will be needed in 2009 based on gxowth piojecrions. Funding has not been idenrified fox these projects, nox land secuxed. Cabarrus County Schools opeiating at 110% capacity are considexed to be opezating at the maximum capacity. The Subdivision Lot Inventory has been /u~p~dated through June of 2007. (,3 "~
