I. DLITIES AND SERVICES PROVIDED BY THE EDC TO THB COiJNTY - The EDC will <br />continue to function as the primary marketer and prospect-servicing agency for Cabarrus <br />County's economic development program to assure continued growth and viability in the <br />County that includes Concord and other municipalities. <br />A. CORE SERVICES - T'he central purpose of the EDC will be to build strong <br />relationships with key decision-makers in targeted industries and to leverage <br />relationships with these decision-makers to cause them to expand existing <br />facilities if here, or to relocate to Cabarrus County if not. Since Cabarrus <br />County benefits from all economic development successes within its borders, <br />it funds the EDC to provide this basic level of economic development <br />services. The EDC will also serve as the primary marketer and prospect- <br />servicing agency for the municipalities within the county, provided Cabarrus <br />County will continue to fund the following core services. In addition, the <br />private sector will contribute to cover any additionai revenue needs to provide <br />these activities listed immediately below. <br />1. Maintain an updated listing of all industrial buildings and sites that are <br />available in Cabarrus County to provide prospects with quick and <br />accurate responsesto needs. <br />2. Coordinate with land representatives (brokers, landowners etc) to <br />provide all necessary information on properties that maet prospect <br />criteria. <br />3. Coordinate with municipal and county staff to provide information <br />useful in positioning sites and buildings as most suitable. <br />4. During prospect visits, make persuasive presentations on the viability <br />of all Cabanvs County properties that meet prospect criteria. <br />5. Involve municipal and county representatives in presentations to <br />prospects as appropriate. <br />6. Follow-up with representatives and prospects. <br />7. Aggressively work with municipal, County, and Stata existing industry <br />representatives to develop a program to identify existing <br />businesses in Cabarrus County planning to expand and work with <br />companies to support expansion efforts. <br />8. Support these existing businesses by developing an internai marketing <br />program and maintaining a database to facilitate the matching of <br />manufacturers, vendors and purchasers. Conduct a survey oflocal <br />business needs and make personal contact with 60 area companies <br />to identify specific needs and problems and to market business <br />assistance programs and services. Provide follow-up problem <br />solving/expansion consulting services to existing local businesses <br />9.
