Assist new and developing businesses by faci[itating financing through <br />packaging and administration of SBA 504 loans and other loan <br />programs. Make businesses, large and small aware of all <br />applicable incentive programs availabie from the municipalities <br />and other entities. <br />8. Develop a special strategy for mazketing existing industriaUoffice <br />buildings located within older business districts and center city <br />areas and use any applicable individualized plans developed by the <br />municipalities as guidelines for redevelopment. <br />9. Compile and maintain a separate list of available properties in <br />Cabarras County suitable for Class A office and Research & <br />Development space. <br />1Q. Compile and maintain list of Charlotte azea office space and business <br />park developers and use list for contacts to actively promote <br />Cabazrus County as a location for such activity. <br />C. Oversight of the CORE SERVICES and MARKETING and REQUIREMENT <br />SERVICES <br />1. The EDC Boazd shall approve all promotionai and mazketing materials <br />before publication. <br />2. The annual business plan, including a marketing plan, is subject to <br />review and approval by the EDC Boazd. <br />3. When deemed necessary to take advantage of markering opportunities <br />and/or other opportunities to advance the Cabarrus County as a <br />location site for a specific project, the EDC may request an <br />alteration in the business plan subject to approval by the EDC <br />Board. <br />D. The EDC agrees to follow the funding guidelines listed below <br />1. County funds shall be used by the EDC solely for the above stated <br />purposes and will be accounted for so that use can be reported and <br />audited per Govemment Accounting Board Standards. <br />2. By November 30, 2008, the EDC shall return any uncommitted funds <br />to the local governments including any interest earned <br />accompanied by a certified accounting of expenditures and <br />revenues for FY 2008. <br />3. Municipal funding is contingent upon Cabarrus County continuing its <br />base funding of EDC core services and the EDC developing and <br />maintaining significant private sector financial support and <br />involvement as incorporated into this contract by reference.
